Verified Human public verification API

The live public endpoints return certification status and disclosed scope. They do not run AI detection and do not return an AI-free finding.

• Public verification requests are rate-limited to 60 requests per minute per IP.
• The legacy ai_flag field remains temporarily for compatibility and is explicitly deprecated.
• The public API and implementation guides support partner integrations. A badge, feed, pipeline, portal, service level, or other integration is available only after the partner implements or contracts for it.
